Position Summary:
We are seeking a skilled and hands-on HR Manager with deep expertise in payroll and benefits administration to support our HR operations across five manufacturing facilities. This role will oversee payroll and benefits functions while also contributing to broader HR initiatives including compliance, hourly employee support, hiring, employee relations, and process improvement. The ideal candidate is detail-oriented, proactive, and thrives in a fast-paced, multi-site manufacturing environment.
Key Responsibilities:
Payroll Management
- Oversee accurate and timely processing of biweekly/monthly payroll for 500+ employees across multiple locations.
- Manage payroll processes including salaries, bonuses, overtime, shift differentials, deductions, and garnishments.
- Serve as the secondary liaison with ADP; ensure payroll data integrity and system accuracy.
- Generate payroll reports for internal stakeholders, Finance, and external auditors.
- Ensure all payroll practices comply with federal, state, and local labor and tax regulations.
Benefits Administration
- Manage employee benefit programs including health, dental, vision, life insurance, disability, HSA/FSA, and wellness programs.
- Coordinate and execute open enrollment, benefits communication, and employee education sessions.
- Respond to and resolve employee inquiries related to benefits, payroll, and leave policies.
- Ensure compliance with ERISA, COBRA, HIPAA, ACA, and other applicable laws.
- Work closely with brokers, carriers, and vendors to resolve issues and maintain quality service.
Leave Administration & Compliance
- Administer employee leave programs including FMLA, STD/LTD, ADA accommodations, and personal leave.
- Maintain documentation and ensure compliance with all leave-related regulations and policies.
- Provide guidance to managers and employees on leave options and processes.
HR Systems & Process Improvement
- Act as the subject matter expert for ADP Workforce Now, including payroll, time & attendance, and benefits modules.
- Train HR staff and department managers on ADP system usage and self-service tools.
- Recommend and implement improvements to HR processes and systems to increase efficiency and compliance.
- Support integrations between payroll, HR, and finance systems.
General HR Support & Employee Relation
- Serve as the first point of contact for hourly employees regarding HR-related questions, concerns, and support.
- Provide day-to-day guidance to supervisors and managers on HR practices, particularly regarding hourly workforce matters such as attendance, discipline, and performance.
- Conduct new hire orientations and ensure smooth onboarding processes for hourly and salaried employees.
- Provide coaching and counseling to employees and managers on HR policies, performance, and employee relations matters.
- Conduct investigations related to employee complaints or policy violations and recommend appropriate actions.
- Promote a positive work environment and help address workplace concerns early and effectively.
- Support performance management processes and documentation for all employee levels.
- Compliance & Reporting
- Maintain up-to-date knowledge of relevant federal, state, and local employment laws.
- Generate and submit compliance reports (e.g., ACA, EEO-1, 5500 filings).
- Collaborate with internal and external auditors to provide payroll, benefits, and HR documentation.
- Ensure confidentiality and security of employee records and sensitive information.

Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 5+ years of progressive HR experience with a strong focus on payroll and benefits; experience supporting hourly employees in a manufacturing or multi-site environment is highly preferred.
- ADP Workforce Now experience required, including payroll processing, reporting, and benefits administration.
- Strong working knowledge of HRIS systems, payroll laws, and benefit regulations.
- Experience managing third-party vendors and benefits brokers.
- Excellent analytical, organizational, and communication skills.
- Certified Payroll Professional (CPP), SHRM-CP, or PHR certification preferred.
- Proven ability to train others on systems and processes, especially within ADP.
- Bilingual in English and Spanish a plus.
Work Environment:
- On-site presence required at the Tampa location.
- Occasional travel to other manufacturing sites may be required.

Pay: $68,000.00 - $75,000.00 per year
